BONTOC, Mountain Province – Barangay Bontoc Ili conducted its 2nd Barangay Assembly Day at the Bontoc Ili Multi-Purpose Hall, Foyayeng, Bontoc Ili here recently with the theme “Para sa Tunay na Pagbabago, Mag-MASID, Makisali at Makiisa sa Isang Maka-MASAng Asembleya”.
The activity started with the preliminaries: prayer, the National Anthem, opening remarks and reading of the DILG’s message to the barangay.
The barangay assembly meeting proper included the State of the Barangay Address (SOBA) with the financial report and updates on the implementation of 2016 programs/projects of Barangay Bontoc Ili for the 2nd Semester 2016 (April to September) delivered by Punong Barangay Alexander N. Fana-ang, the report of Pulis sa Barangay SPO4 Hilary Magwa, Jr., and the barangay issues and concerns.
In his SOBA, Fana-ang reported that the barangay council conducted 13 regular, joint committee and special meetings, with 16 resolutions and 1 appropriation ordinance. He further reported that with 21 endorsed cases from the Bontoc Police and barangay, 12 cases were settled, 3 were referred to court, and 6 are currently in process. Most on-going cases are civil cases, particularly related to land disputes. He added that the barangay had a total appropriation of P3,577,760 which included the Internal Revenue Allotment (IRA) of P3,502,760 and other funds. The completed and on-going programs/projects for the current calendar year funded under the 20% Barangay Development Fund include the rehabilitation of Chakchakan drainage pathway, construction of Chakalan pathway with railings, rehabilitation of Falikyan footbridge, rehabilitation of Chakalan pathway, construction of Fatayan drainage pathway, and installation of pathway lights. The 5% Calamity Fund was used to purchase the following calamity equipment: 8 semi-auto knapsack sprayers, 3 tents, 2 megaphones, 1 ladder, 1 spine board, 1 stretcher, 1 electric generator, and other supplies.
He also cited the three awards the barangay got: 1st place in the Search for Most Outstanding Barangay Peace and Order Council for 2016 under the 1st to 3rd class municipalities category, and same 1st place in the provincial level. He added that the barangay garnered the 2nd place for he 2016 Search for the Most Outstanding Community Health Team under the 1st to 3rd class provincial category.
He concluded his SOBA by thanking all for their cooperation.
For his part, SPO4 Hilary A. Magwa, Jr., designated as Pulis sa Barangay (PSB) at Bontoc Ili, reported that Bontoc Ili is compliant with DILG MC No. 2015-63:Revitalization of Barangay Anti-Drug Abuse Council (BADAC) and Section 15, RA 9165:Comprehensive Dangerous Drug Act of 2002. He added that with Oplan Tokhang, 19 persons from Bontoc Ili included in the drug watchlist voluntarily surrendered.
The open forum on barangay issues and concerns was facilitated by Barangay Secretary Nelia Fokleg.
Other matters were presented by other agencies such as RA 10654: An Act to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing as presented by Cresente Gayang, BFAR representative while Accreditation of Organizations was discussed by Ross Kiat-ong, Bontoc LGU representative.
