BAGUIO CITY – The City Council approved on first reading a proposed ordinance mandating the submission to the Public Employment Services Office (PESO) of the list of job vacancies and placements by all business establishments in the city.
The ordinance authored by Councilor Joel Alangsab stated the proposed legislative measure will give local residents greater information on job opportunities in the city fit for their qualifications.
The ordinance added business establishments shall submit to the PESO their job vacancies for posting as well as complete information with regards applicants hired or placed in their establishments to ensure the availability of accurate information on supply and demand skills in the labor market.
On the other hand, the PESO shall post the list of job vacancies in designed bulletin boards and in the PESO Baguio Facebook page and copy furnish the Department of Labor and Employment field office and City Public Information Office for similar posting in the DOLE-CAR and the local government website free of charge for a period of one month.
Further, the PESO Baguio shall refer for free, job seekers suited for the posted job vacancy as required by the business establishments after complying with the basic requirements for employment.
The ordinance stipulated submitted job vacancies and placements must include either posted or not posted and hired via referral from PESO or walk in, respectively.
The PESO Baguio in partnership with DOLE-CAR representatives shall conduct inspections, monitoring and verification of job vacancies and placements of all establishments operating in the city whenever necessary so as to establish an accurate labor market information on employment in the city and compliance to the said requirement shall be integrated in the annual renewal of business license of all establishments in the city by way of certification from the PESO.
Among those exempted from the coverage of the proposed ordinance include business establishments or employers employing immediate members of the family and business establishments employing less than 3 employees, provided that, the owner must apply for an exemption certificate in the PESO office and submit a list of employees together with their employment contracts.
The ordinance explained basic services and facilities must be provided for by the local government units to each constituent including the job placement information system as provided for under the existing rules and regulations.
It cited not all job seekers in the city can afford to buy a daily or weekly newspaper for classified ads and it has been observed that numerous job seekers still drop by the PESO designated bulletin boards to look for posted job openings, thus, the need for the local government to cater or facilitate free and affordable employment information service to its constituents seeking employment.
