BAGUIO CITY – The Cordillera office of the Department of Budget and Management (DBM-CAR) discovered in its initial review that the city government’s P1.776 billion 2017 budget lacks some supporting documents.
In her letter dated March 21, 2017, to Mayor Mauricio G. Domogan, DBM-CAR regional director Liza B. Fangsilat revealed among the lacking documents of the city’s 2017 annual budget are the Local Disaster Risk Reduction Management Plan, Local Climate Change Action Plan and the DILG-approved Gender and Development Plan and budget.
Fangsilat pointed out, to facilitate the request of the city government for the review of its 2017 annual budget, the local government must immediately furnish the DMB-CAR office with these documents.
“We will continue reviewing the subject annual budget while awaiting your submission of the lacking supporting documents as earlier stated,” Fangsilat stressed.
Earlier, the city government submitted to the DBM-CAR pertinent documents attached to its annual budget such as the transmittal letter signed by Secretary to the Sanggunian; appropriation ordinance signed by the presiding officer, the Secretary to the Sanggunian and the local chief executive; budget of expenditures and sources of financing signed by the local finance committee and local chief executive; annual investment program signed by the local chief executive, planning officer and budget officer; Sanggunian resolution approving the annual investment plan signed by the Secretary to the Sanggunian and the Presiding Officer; personnel schedule prepared by the human resource management office and signed by the local chief executive; veto message, if any, signed by the local chief executive and Sanggunian’s action on veto, if any, signed by the Secretary to the Sanggunian and the Presiding Officer.
Fangsilat cited as a basis Item 2.2.10 of Local Budget Memorandum No. 74 dated June 15, 2016, provides that together with the annual budget, the local government unit shall prepare and submit its respective Local Disaster Risk Reduction and Management Plans, Local Local Climate Change Action Plans and DILG-approved Gender and Development Plan and budget.
Mayor Mauricio G. Domogan subsequently issued Memorandum No. 078-2010 which ordered City Budget Officer Leticia O. Clemente and City Environment and Parks Management Officer Cordelia C. Lacsamanato to work out the completion of the required plans and their eventual submission to the DBM-CAR the soonest possible time to avoid untoward delays in the review of the city’s 2017 annual budget.
Under the provisions of the Local Government Code, local governments are mandated to submit to the DBM-CAR the approved annual budget for mandatory review pursuant to existing laws, rules and regulations.
