TABUK CITY, Kalinga -To enhance its capability in implementing public safety and enforcing traffic code ordinances in the city, the Public Order and Safety Office (POSO) held a road safety seminar on March 3 at the Sangguniang Panlungsod Hall.
The seminar was attended by 50 public utility vehicles (PUV) drivers coming from different tricycle operators and drivers associations of Bulanao and Dagupan.
Public Order and Safety Officer Engr. Dionisio P. Falgui III emphasized that the seminar aimed at educating drivers on traffic rules and awareness to curb accidents on the road. He also encouraged the participants to complete the seminar since the certificate of attendance can be used when applying for driver’s license.
Mario Garcia, Dean of College of Criminal Justice Education, Kalinga State University highlighted the violations stipulated under the Traffic Citation Ticket issued by POSO and the Temporary Operators Permit from the Land Transportation Office and spoke about the fundamental road safety and traffic rules and the 10 commandments of traffic as well.
In his lecture, Garcia reminded the participants that a driver’s license is a privilege and whoever gets it should not be arrogant but responsible, full of humility and service-oriented. Garcia added that when a driver manifests reverse behavior, he turns out to be a killer on the lose, a danger to everyone and a hazard in the street.
Domingo Banawa, LTO Kalinga enforcer, presented the revised schedule of fines and penalties for violations of laws, rules, and regulations governing land transportation. Angog also discussed the requirements for acquiring a license, permit, and franchise.
Roger Seguma, in his 37-year driving experience, observed that along with overspeeding and overloading which are the main causes of severe accidents, late renewal of franchise as a requirement to secure Mayor’s permit is also a concern. Acosta reminded his fellow trike drivers to be responsible and focused while on the road.
As per records of the Permits and Licensing Office, there are 1, 729 registered tricycle units as of this year.
POSO reported that for February 2017, the top five violations recorded were no mayor’s permit (115), failure to carry driver’s license (53), driving without license (52), OR/CR not carried (38) and no rear view mirror (33).
The same seminar will ensue on March 10 at 9:00 AM at the SP Hall.
‘’Safety emanates from personal discipline. No one wants to be a victim of harm and reckless persons must suffer the consequence of their reckless behavior,’’ the POSO underscored.
