LA TRINIDAD, Benguet – Councilor Nestor Fongwan, Jr. filed a proposal seeking for the regulation of the renewal of health certificates issued to owners and emplyees of business establishments to simplify the broad requirements for the issuance of business permits within the Municipality.
According to Fongwan, the very intention of the ordinance is to specify and define the requirements of health certificate to avoid misinterpretation. He filed the ordinance to correct the wrong experience of the businessmen relative to the issuance of health certificates which confirmed during the public hearing that others experienced misunderstanding because the provision is too broad and general that the establishment owners misinterpret it.
Section 4 of the proposed ordinance outlined the requirements for securing health certificate according to the type of the establishments. For instance, in the employees of hospitals should be required to attach results of their Complete Blood Count (CBC) , Urinalysis, Chest X-ray and stool examination when securing health certificate and the other establishments also have their specific requirements.
However, these requirements are being simplified now. “This would be their bible. This will remedy the problem,” said Fongwan.
Furthermore, the establishment owners agreed to the new requirements in getting health certificate during the public hearing and majority of them did not bother to argue.
The proposal is then move to the third reading on a sooner date for further development of its content and approval.
