BAGUIO CITY– Nine uniformed and non-uniformed personnel of the Police Regional office (PRO) in the Cordillera appealed to the Civil Service Commission (CSC) an earlier decision of the PRO-COR allegedly dismissing them from the service for alleged unlawfully and illegally occupying a property within the camp of the PRO-COR.
The appellants are composed of 7 non-uniformed personnel and 2 uniformed personnel who elevated their respective dismissal cases to the CSC for possible reversal as the same is contrary to law.
Under the resolution that dismissed the aforesaid police personnel, the same was anchored on the fact that the said illegal occupation of part of the PRO-COR grounds is allegedly in contravention of the then Chief PNP’s 9-point agenda, particularly on the decongestion of camps.
However, the appellants argued that it was erroneous for the hearing officer to conclude that they are guilty of grave misconduct as there are alleged serious errors of law or irregularities which the CSC must take a look into to correct the earlier errors committed by the disciplinary authority and to prevent any further violations of their rights.

In a related development, the PRO-Cor allegedly reversed its decision on the case of one of the uniformed personnel that filed an appeal and ordered the reinstatement of the concerned police personnel as the defense of the same was found to be meritorious.
Earlier, the previous PRO-COR leadership allegedly ordered the transfer of some thirteen police personnel outside the cordillera after they were allegedly found to have unlawfully and illegally occupied parts of the property of the camp for their dwellings.
Some of the appellants argued that they could not be charged for grave misconduct because their acts of allegedly occupying properties of the camp is not related to the effective and efficient discharge of their assigned duties and responsibilities as agents of a person in authority.
The appellants prayed that the CSC-CAR take notice of the aforesaid notice of appeal and for the PRO-COR leadership to hold in abeyance the earlier resolution dismissing them from the service until such time that the same had been resolved by the proper authorities with finality.
Moreover, some of them that the previous actions of police officials to transfer some of their colleagues in other assignments outside the region is a form of alleged harassment to compel them to give up their dwellings that were built using their hard-earned money while serving as responsible officers of the Philippine National Police.
One of the ordered dismissed police personnel had been serving the PNP for over 38 years and is about to retire from the service when he was issued the assailed dismissal order from the PRO-COR leadership.by HENT
