Magtatapos na tayo sa yugto ng General Community Quarantine (GCQ) dito sa ating lungsod at inaabangan natin kung ano ang susunod na anunsyo ng ating lokal na pamahalaan. Panalangin natin na kung anuman ang maging desisyon ay sana mangibabaw pa rin ang prayoridad sa kaligtasan ng ating mga mamamayan. Kami naman sa SSS ay patuloy na maglilingkod sa inyo kahit sa panahong ito. Malugod din nating ipinapaalam sa publiko na ang SSS Baguio at SSS La Trinidad branch ay nagbukas noong Lunes, May 18. May mga pagbabagong ipinatutupad sa mga branches kaya hinihiling namin sa mga miyembro ang kanilang pasensya, pag-unawa, at kooperasyon.

Sa panahong ito, mas mainam rin na pag-aralan ng ating mga miyembro ang iba’t ibang programa ng SSS. Sa katunayan, marami pa rin ang nagtatanong sa inyong lingkod kung sino nga ba ang pasok sa kategorya ng Non-Working Spouse (NWS). Ano nga ba ang ipinagkaiba nito sa iba pang membership category sa SSS tulad ng employed, self-employed OFW o Voluntary members? Ito ang paksang ating tatalakayin sa araw na ito.



Ang mga NWS ay legal na asawa ng isang aktibong SSS member, ito man ay employed, self-Employed, OFW o voluntary. Karaniwan sila ay mga asawang babae na nangangasiwa sa ating mga tahanan ngunit maaari din silang mga asawang lalaki kung ang working spouse naman ay babae. Kinakailangan ding aktibong naghuhulog ng contributions sa SSS ang Working Spouse at hindi lalagpas sa 60 taong ang edad ng NWS.Wala ding dapat trabaho o anumang pinagkakakitaan ang NWS at inuukol lamang ang kanyang buong oras sa pangangalaga ng kanyang pamilya at mga gawaing bahay. Higit sa lahat, kailanman ay hindi pa siya naging miyembro ng SSS.

Ang NWS na wala pang Social Security (SS) number ay dapat magparehistro sa pamamagitan ng pag fill out ng Personal Record Form o SS Form E-1. Kung may SS number na dati at nais baguhin ang membership status sa NWS, kailangang magparehistro gamit ang Member Data Change Request Form o SS Form E-4. Kailangan sa E-1 o E-4 ang pirma ng kanyang Working Spouse bilang patunay na pumapayag ito na maging NWS member ang kanyang asawa.

Ang pagkakaiba ng NWS mula sa mga regular na miyembro ng SSS ay ang halaga ng kanilang Monthly Salary Credit o MSC. Ang MSC at halaga ng monthly contribution nila ay ibabase sa kalahati o 50% ng idineklarang buwanang sahod ng asawa. Halimbawa, kung ang buwanang sahod ng asawang nagta-trabaho ay P20,000, nangangahulugan ito na ang MSC niya ay nasa maximum na P20,000 na may katumbas na buwanang hulog sa SSS na P2,400 kada buwan. Sa asawa nitong NWS member, ang magiging MSC niya ay kalahati ng P20,000 o P10,000 Monthly Salary Credit na may katumbas na P1,200.00 kada buwan.

Pagdating sa pagtanggap ng mga benepisyo at loan privileges, makukuha rin ng isang NWS ang lahat ng benepisyo at pribilehiyo sa SSS tulad ng Sickness, Maternity, Disability, Retirement Death at Funeral Benefits maging Unemployment Benefit kung sakaling makabalik sa pagtatrabaho ang NWS member at involuntary siyang nahiwalay sa trabaho. Maaari ring makatanggap ng salary loan ang isang NWS. Kailangan lamang na masunod ang mga qualifying conditions sa kada benepisyo o loan na kanyang i-apply sa SSS.

Bilang isang NWS member, dapat din nilang tandaan ang kanilang mga responsibilidad. Una,bayaran ang kanilang kontribusyon ng regular–maaring buwanan, quarterly o semi-annual o annually. Ikalawa, siguraduhing tama ang pagkakapost ng kanilang kontribusyon. Ikatlo,magbayad ng loan o pagkakautang sa takdang panahon upang maiwasan ang penalty. Ika-apat, i-monitor kung posted na ang kontribusyon at loan payments. Simula 2018, ang lahat ng miyembro ay dapat na magparehistro sa My.SSS portal sa www.sss.gov.ph para sa pagkuha ng kaukulang Payment Reference Number (PRN) na kinakailangan upang makapagbayad ng kanilang kontribusyon sa SSS. Ikalima, responsibilidad din ng NWS member na i-update o itama ang kanyang mga personal na detalye at records sa SSS sa pamamagitan ng pag fill-out ng Member Data Change Request Form o E-4. Ikaanim, alamin ang mga pagbabago sa mga polisya at benepisyo ng SSS. Ikapito, mag-apply para sa UMID o Unified Multi-Purpose Identification card na maaari na ring gamitin bilang ATM cards sa hinaharap.

Randy, kami ay humihingi ng paumanhin sa inyo dahil ang website ngayon ay nakalaan sa pagproseso ng Small Wage Subsidy Program o SBWS na isang programa mula sa National Government. Nasa huling yugto na kami ng implementasyon ng SBWS at inaasahan namin na ito ay ibabalik na sa susunod na buwan. Maraming salamat.

Nakadalawang balik na po ako sa Mlhullier para kunin ang aking subsidy pero palaging offline ang SSS. Kami ang nahihirapan sa malimit na pabalik-balik at kung tutuusin ay pera naman namin ‘yan. Pakitugunan naman po ang problemang ito. – Analisa Marquez

Analisa, kami ay humihingi ng pasensiya dahil sa hindi magandang karanasan ninyo sa pagkuha ng inyong subsidy. Nais naming linawin na ang tinutukoy ng Mlhuiller na down ang system ay hindi sa amin, kundi sa Development Bank of the Philippines (DBP) na siyang partner bank namin sa pagbibigay ng ayuda sa Small Business Wage Subsidy Program (SBWS). Sa katunayan, nairoll-out na ng DBP ang subsidiya bago pa man ang mga itinakdang schedule sa pag-release ng first tranche ng SBWS. Naglabas na ang DBP ng kanilang advisory sa mga miyembro at humihingi rin sila ng pang-unawa hinggil dito. Tumaas din kasi ang kanilang volume of transactions kaya bumagal ang kanilang system. Kami sa SSS ay patuloy namang nakikipag-ugnayan sa DBP hinggil sa problemang ito. Salamat sa iyong pagliham.
