“Apayao was not chosen by accident.” These were the words of Overseas Worker Welfare Administration – Cordillera (OWWA-CAR) Regional Director Martel R. Dasayon during the formal inauguration of the OWWA Apayao Field Office on March 25.
In his address, Director Dasayon thanked the local partners and the Provincial Government of Apayao (PGA) for helping realize what he described as a long-overdue but meaningful development. “This field office is more than just a facility, it is a concrete step toward providing yApayao OFWs with direct and timely access to the services they deserve,” he said.
According to Dasayon, Apayao was selected as one of the first provinces in the Cordillera to establish its own OWWA office due to its strong support for overseas workers and close coordination with OWWA’s programs. “The province has long demonstrated its commitment to OFWs. This office formalizes that support and brings essential services closer to home,” he added.
The new office is envisioned to serve as a one-stop hub for various services such as scholarships, legal and welfare assistance, repatriation support, and livelihood programs. According to Dasayon, this will significantly reduce the burden of travel for families in Apayao seeking OWWA assistance.
He also cited national efforts under President Ferdinand Marcos Jr., such as the establishment of OFW lounges at NAIA Terminals 1 and 3, the Seafarers’ Hub, and ongoing bilateral labor agreements—all geared toward safeguarding the welfare of Filipino workers abroad.
Dasayon also extended his appreciation to the PGA, under the leadership of Governor Elias C. Bulut Jr., for its active partnership in advancing programs for OFWs. He recognized the province as a strong ally of OWWA, and a model for local government involvement in national migration programs.
He concluded by encouraging OFWs and their families to actively engage with the new office and maximize the services available. By Loremia Pareja
