LUNA, Apayao – Apayao is the first provincial government in the Cordillera Administrative Region (CAR) to receive the Civil Service Commission’s (CSC) Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Bronze Award.
After an onsite and online assessment by CSC-CAR on September 20, 2024, the provincial government was recognized for meeting the Level 2 Maturity Indicators in all four core HRM areas: Recruitment, Selection, and Placement (RSP); Performance Management (PM); Learning and Development (L&D); and Rewards and Recognition (R&R). Also confirmed in the validation was the PGA’s compliance with civil services laws and regulations.
CSC-CAR Regional Director Fernando Mendoza awarded the PRIME-HRM Bronze Award plaque to the provincial government during the culmination program of the province’s 30th Founding Anniversary at the BGVJr. Memorial Sports Center in Luna on February 17, 2025.
The award grants the provincial government privileges such as authority to approve appointments (subject to post-audit), discounts on HR-related training, and exclusive access to CSC learning resources. The PGA is now tasked with maintaining and improving its HRM systems to qualify for the next level of recognition.
The CSC will monitor PGA’s compliance every three years with a mid-term review to ensure continuous improvement. By Apayao PIO
