LUNA, Apayao – Gov. Eleanor Bulut-Begtang expressed her deepest appreciation to Dr. Nieves Dacyon, former president of the State-run Apayao State College (ASC), for her vital contributions on the government’s efforts to deliver and improve quality of education in the province by positioning the higher education institution to be one of the fastest growing state universities and colleges (SUCs) in the Cordillera during her tenure as the top school official.
ASC paid tribute to Dr. Dacyon during the simple retirement honors that was accorded to her after having served the higher education institution as president from December 2012 to October 2017.
“I personally admire your dedication and perseverance as a leader, as a public servant, and as an empowered woman, that despite the challenges ASC had to face and cope up with if only to survive as the lone Higher Education Institution (HEI) in the province, you embraced the same and took it as an opportunity to work harder and strive further in order to sustain the development gains your predecessors had laid upon, and thus, contributing to the realization of the vision of its founder and the province’s father, the late Elias K. Bulut, for the Apayao State College,” Gov. Begtang stated in her message to Dr. Dacyon during the said program that had been prepared for the honoree.
The governor claimed that Dacyon’s bold initiatives in the opening of the doors to elevate the status, not only of ASC’s programs for both campuses just a year upon her assumption in 2012, but also in terms of physical development to address the basic needs for classrooms, laboratories, libraries, research, extension and quality assurance facilities, are now gradually coming into fruition, thus, making ASC to be at par with other state universities and colleges in the Cordillera and the country in general.
Begtang also claimed that it was during Dacyon’s term that, for the first time ever since ASC existed, Apayao experienced hosting the Cordillera Administrative Region Association of State Universities and Colleges (CARASUC) Socio-Cultural and Literary Festival and CARASUC athletic meet in 2014 with the Provincial Local Government (PLGU) and the municipal local government, MLGUS of Apayao province as co-hosts, hence, showcasing the beauty of the province not only in the region and in the entire country.
According to her, Dacyon’s collaboration with the national line agencies and local government units in all the development undertakings, innovations and initiatives she have introduced was an evidence of her strong regard to the spirit of unity that is mutual amongst the people and officialdom of the province.
Indeed, Begtang pointed out that Dacyon was a blessing to Apayao and that her retirement from public service is considered to be a milestone of her career as an educator and that the people and officialdom of the province wish her the best of luck on her next journey wherever it may take her.
She emphasized that the people of Apayao will continue to pray for good health and wisdom for her always and for her to succeed in whatever endeavor that she will venture after retiring from the service in the said higher education institution. By HENT
