The Provincial Planning and Development Office (PPDO) of Apayao, led by Engr. Henry B. Caluducan, EnP, conducted a Development Forum for Municipal Planning and Development Coordinators (MPDCs) on June 5, 2024.
The forum gathered MPDCs from various municipalities, representatives from the Department of Interior and Local Government (DILG), the Philippine Statistics Authority (PSA), and PPDO staff.
Said forum emphasized the importance of local development plans as mandated by the Local Government Code of the Philippines. Section 20 requires Local Government Units (LGUs) to formulate a Comprehensive Land Use Plan (CLUP), while Sections 106 and 109 mandate the preparation of a Comprehensive Development Plan (CDP).
The CDP, spanning three to six years, outlines a multi-sectoral development strategy for LGUs and includes a Local Development Investment Program (LDIP) with various multi-year projects. The CLUP addresses land-use concerns and resource allocation in response to legislative and environmental changes, incorporating a ridge-to-reef framework, principles of a Risk-informed Comprehensive Development Plan, considerations for ancestral domains, biodiversity, heritage conservation, and green growth.
Both the CLUP and CDP serve as important tools for local development. They address current challenges such as food security, climate change mitigation and adaptation, biodiversity protection, and economic growth while safeguarding communities from natural disasters.
During the forum, the DILG presented updates on the CDP formulation process, while MPDCs shared their progress on CLUP development.
The forum also discussed the Community-Based Monitoring System (CBMS), a data collection initiative launched in 2022. Through the cooperation of 133 participating barangays, all municipalities in Apayao have received their CBMS data from the PSA. This data will be instrumental in crafting effective programs and policies. By PPDO
