LUNA, Apayao – Seventy-five newly promoted employees of the provincial government attended a re-orientation program on March 18, 2025 at the Aliwa Gymnasium.
Conducted by the Human Resource Management Office (HRMO), the assembly revisited government policies, employee rights, and ethical responsibilities to make sure that all personnel remain aligned with the province’s governance standards.
The program reinforced the importance of ethical governance and effective public service. HRMO Learning Service Providers led discussions on Executive Order No. 53, which defines PGA’s office policies, and Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act, which mandates streamlined government transactions. The re-orientation also tackled public service ethics, particularly the Eight Norms of Conduct under Republic Act No. 6713, and provided a review of the Omnibus Rules on Leave.
Another topic was the Program to Institutionalize Meritocracy and Excellence in Human Resource Management, aiming to strengthen HR systems and recognizes the best practices in government service.
The orientation served as both a refresher and reinforcement for employees promoted between 2023 and 2025, so that they remain equipped with the knowledge and values necessary for accountable and effective public service. By Loremia Pareja
