The Human Resource Management Office (HRMO), through its Learning and Development Section (LDS), conducted a three-day Pre-Orientation Program from March 19 to 21, 2025, at the ECBJr. Multipurpose Hall to help 48 retiring employees of the Provincial Government of Apayao (PGA) transition smoothly into retirement.
The program covered financial management, health care, government benefits, and post-retirement opportunities for employees aged 57 to 65.
Social Welfare Officer III Leeshel Lopez, discussed the emotional and psychological challenges of retirement and emphasized the struggle to adjust to having more free time, managing finances, and finding new purpose. She encouraged the retirees to embrace change, seek social support, and prioritize well-being.
Representatives from Government Service Insurance System (GSIS) Tuguegarao Branch and Pag-IBIG Tuguegarao outlined pension benefits, loan programs, and financial assistance available under RA 8291. PhilHealth’s CONSULTA Program was also introduced, offering retirees free check-ups and medical services. Pag-IBIG officials emphasized that higher savings mean higher loanable amounts.
An important topic was the employee clearance and retirement process in order to make sure that retirees settle financial obligations, return government-issued assets, and coordinate with the General Services Office (GSO), Provincial Accounting Office, and Provincial Treasurer’s Office. HRMO staff explained government property accountability and reminded retirees of their responsibility for any loss or damage to assets under their custody. The Provincial Accounting Office stressed the importance of proper documentation to avoid delays in receiving benefits.
Post-retirement support programs under the Mutual Aid and Benefit Fund (APPEASE) were introduced, including the Tulong Medikal Program for medical assistance, the Paalam, Pasasalamat, Pabaon Program as a farewell incentive, and the Pakikiramay sa Kapwa Kawani Program for emergency financial support.
To explore new opportunities, representatives from Land Bank of the Philippines (LBP), Department of Trade and Industry (DTI), the Office of the Agricultural Services (OAS), and the Provincial Veterinary Office (PVO) presented livelihood and entrepreneurial programs to encourage retirees to consider small businesses, agriculture, and other financial ventures.
