LUNA, Apayao – The Sangguniang Panlalawigan (SP) of Apayao held a special session on Wednesday, April 2, presided over by Board Member Vincent S. Talattag, to deliberate on several legislative measures, including one with direct impact on youth protection.
Among the highlights was the approval on third and final reading of a provincial ordinance prohibiting individuals under 18 years old from consuming alcoholic beverages with at least 4% alcohol content in public places and establishments. Passed upon the request of Governor Elias C. Bulut, Jr., this ordinance also penalizes those who sell or serve such beverages to minors.
Several other proposed ordinances were tackled and advanced to second reading for further deliberation, including:
PhilHealth Konsulta Package Sharing Scheme in Conner – Establishes a sharing mechanism for capitation proceeds under the PhilHealth Konsulta Program within the Municipality of Conner.
Barangay Comprehensive Nutrition Program in Luna – Requires barangay councils and Sangguniang Kabataan units to allocate funds for a sustained, community-based nutrition program.
Luna Livelihood Assistance Program – Aims to institutionalize financial support for micro and small cooperatives, MSMEs, and community organizations to promote local economic growth.
Total Ban on Firecrackers and Pyrotechnics in Luna – Proposes to revise the 2019 ordinance by implementing a stricter, full prohibition to improve public safety.
Automation and Digitization of Transactions in Luna – Seeks to institutionalize e-governance through the digitization of municipal transactions and documents for enhanced transparency and service delivery.
