KABUGAO, Apayao – The Provincial Government of Apayao (PGA) initiated the construction of a Balay Pagdadarnan in Barangay Karagawan and the ECBJr. Evacuation Center in Lenneng, Kabugao, through a groundbreaking ceremony held on June 24, 2023.
Balay Pagdadarnan, which means “meeting place” in Isnag, is one of the priority projects of the PGA that aims to provide a dedicated establishment for various school and community gatherings and events, while also serving as a vital community evacuation center during times of calamities.
The facility will likewise be equipped with high-speed internet connectivity, virtually linking the barangays to their respective Municipal Local Government Units (MLGUs) and the Provincial Disaster Risk Reduction and Management Council (PDRRMC), as well as the PGA.
Led by Governor Elias C. Bulut, Jr., Board Members Vincent Talattag, and Kyle Mariah Chelsea Bulut-Cunan, a short program was conducted in Karagawan Elementary School where the site of Balay Pagdadarnan will be constructed.
In his message, Gov. Bulut emphasized the need to provide necessary facilities to the people especially the students in order to cope with the shifting demands of the world. He likewise assured the construction and concreting of a barangay road connecting Karagawan to other barangays and major thoroughfares of Kabugao. “Sumaruno nga iyumay ko ditoy Karagawan ket sementado ton nga kalsada iti pagnaan tayo. Iplano tayo dayta ta marugyananen iti construction as soon as possible,” Bulut said.
After the program in Karagawan, the governor went to Lenneng Elementary School, which is the site of the ECBJr. The Evacuation Center is located. He was joined by Congresswoman Eleanor C. Bulut-Begtang, Kabugao Mayor Bensmar Ligwang, Provincial Department Heads, MLGU Kabugao officials, and other stakeholders, during the groundbreaking ceremony for the said project.
Speaking before the residents of Lenneng, Gov. Bulut acknowledged the warm welcome from the MLGU Kabugao, stressing that differences should be set aside when talking about development and progress.
“Let us forget about politics. Ti turong kuma amin tattan ket development. We are all pro-Apayao progress. We will do this not for our legacy, but for the yApayaos. These are the challenges on our part nu kasano tayo ideliver iti services nga door-to-door but these are the challenges that keep us going. We are doing this for the people and the province,” Bulut said.
For her part, Congresswoman Bulut-Begtang encouraged the residents to avail of government services including scholarship grants, livelihood programs, free skills training and many more. She likewise acknowledged that the province’s education quality is improving, citing examples of many yApayao success stories. “Agtultuloy dagitoy nga suporta ken panagtitinnulong tada. Natalged iti rikna mi nga Apayao will have a bright future ta ammo mi nga nalalaing iti ubbing tayo. Nalalaing iti taga Apayao,” Cong. Bulut-Begtang said.
Meanwhile, Mayor Bensmar Ligwang expressed his gratitude to the PGA for prioritizing the construction of Balay Pagdadarnan, and the evacuation center in Kabugao. Saying “It is high time for us to unite,” the mayor vowed renewed commitment and full support of the programs of the PGA for the development of the town, and ultimately, the province.
The construction of the Balay Pagdadarnan, and ECBJr. Evacuation Center is expected to be completed within the next year, enabling the community to have a reliable and resilient evacuation center that will cater to their needs during challenging times. With its modern amenities and connectivity features, it will undoubtedly play a significant role in safeguarding the welfare of the residents and fostering community development in Kabugao.
After the groundbreaking ceremony, Gov. Bulut and Cong. Bulut-Begtang visited the ongoing construction of another evacuation center in Poblacion. They likewise made a stop at the 98th Infantry Battalion, stationed at the Old Capitol Site. By JCM
