LUNA, Apayao – Major General Gulliver L. Señires, Commander of the 5th Infantry Division, Philippine Army, lauded Apayao’s three-decade transformation from a fledgling province to a model of progress and sustainability during the 30th Founding Anniversary Culminating Program on February 17 at the BGVJr. Memorial Sports Center in Luna.
MGen. Señires recalled serving as a second lieutenant assigned to the 14th Infantry Battalion in Karikitan, Conner when Apayao officially separated from Kalinga in 1995.
“Thirty years ago, I was here as a young officer, stationed in Conner. I was a company commander when Apayao became its own province, and now, three decades later, the rest is history,” he said.
The General praised Apayao’s resilience and drive to progress, citing developments in infrastructure, social services, agriculture, and tourism.
“We see it in improved infrastructure that connects communities and facilitates trade. We see it in the enhanced social services, in education, healthcare, and social welfare. We see it in the strides made in agriculture. We see it in the growing recognition of Apayao as a tourist destination,” he stated.
He likewise emphasized that development is about enhancing quality of life, empowering communities, and preserving culture for future generations.
“This progress is not merely about numbers and statistics. It is about the improved quality of life for every yApayao. It is about the empowerment of communities, the preservation of culture, and creation of opportunities for future generation,” he added.
Señires also commended the provincial government for its commitment to environmental conservation, noting that the province is a custodian of rich biodiversity, forests, and life-giving rivers.
“Apayao is blessed with breathtaking natural resources. From the majestic mountains and lush forests, to the life-giving rivers and the unique biodiversity, you are the custodian of a natural treasure.”
Moreover, he underscored the importance of responsible investments to sustain economic growth while protecting the environment.
“Building investments is equally crucial for Apayao’s continual growth. We understand that sustainable progress requires strategic and responsible investments. Investments that is not just economically viable but also environmentally sound and socially inclusive. Apayao possesses potential for responsible investment in various sectors particularly in eco-tourism, sustainable agriculture, and renewable energy. By attracting the right kind of investments, you can create more jobs, generate wealth, and further diversify your economy.”
