City officials formally adopted the use of the Social Protection Operational Handbook Framework and the Family Risk and vulnerability Adaptation Manual in assessing risks, identifying adaptation strategies, and identifying families who are vulnerable to risk and needs protection from the effects of social, environmental and economic shocks in the city.
Under Resolution No. 223, series of 2023, local legislators stated that Social Protection Vulnerability and Adaptation Manual (SP-VAM) and the Family Risk and Vulnerability Adaptation Manual are tools for analysis that serves as a guide in assessing risks, identifying adaptation strategies, and identify families who are vulnerable to risk and needs protection from the effects of social, environmental and economic shocks.
Further, both assessment tools could be used as guides for community leaders and local government officials to capacitate them and further broaden their approaches in crafting social protection programs in parallel with the nation’s overall inclusive development goals at a local level.
The council claimed that the 1987 Constitution provided that the State shall promote a just and dynamic social order that will ensure prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life.
Under the pertinent provisions of Republic Act (RA) 11292 otherwise known as the Seal of Good Local governance Act of 2019, one of the indicators is social protection and sensitivity; demonstrate responsiveness to the needs of, and facilitate meaningful engagement with the vulnerable and marginalized sectors of society.
Earlier, the National Economic Development Authority – Social Development Committee (NEDA-SDC) Resolution No. 3, series of 2012 approved and adopted the Social Protection Operational Framework which expressed that the core of the same is the underlying purpose and objective of social protection which is better and improved quality of life for the identified beneficiaries.
