BAGUIO CITY – The City Human Resource Management Office announced that the local government has nearly 1,800 officials and personnel, including those hired on job order, that help in the implementation of the city’s priority development projects and in the delivery of basic services to the rapidly increasing population.
City Human Resource Management Officer lawyer Agustin P. Laban III said that of the projected number of officials and personnel, 1696 officials and employees occupy permanent, casual and co-terminus positions while over 100 individuals were hired on job order status.
Last year, Laban claimed that there were 266 positions in the different offices that were filled up wherein 265 of the appointments made in the executive and legislative branches were confirmed by the Civil Service Commission (CSC) while one appointment is under appeal by Mayor Mauricio g. Domogan on the ground of differing opinions in the interpretations of civil service issuances among other related issues and concerns.
He disclosed that for the vacant positions that were opened for applications by the local government, there were more than 2,237 individuals who submitted their applications for multiple positions that were vacant which shows the desire of a good number of applicants to enter into the government service.
In terms of leave administration, Laban reported that their office was able to process some 15,394 applications for leave by the various personnel of the local government for the whole year wherein more than 50 percent of the reasons provided by the employees and officials going on leave is headache.
“The local government remains steadfast in complying with the various issuances of the Civil Service Commission to ensure that all personnel actions that were and will be undertaken will be adherent to existing laws, rules and regulations prescribed by the Commission for such purposes,” Laban stressed.
The City Human Resource Management officer urged officials and employees to continue improving in their performance to satisfy the needs of the people transacting business with the concerned offices of the local government to avoid unnecessary complaints from them on how they are being treated that could result to the possible imposition of disciplinary actions against the personnel being complained by their clients.
The City Human Resource Management Office is tasked to oversee the performance of officials and employees in their sworn duties and responsibilities as reflected in their individual performance and commitment records.
On the other hand, Laban added that in the overall performance of city o0fficials and employees last year, 98 percent got a rating of very satisfactory while only 16 employees were given outstanding ratings by their supervisors.
Laban encouraged the local government officials and employees to exert extra effort in the performance of their assigned duties and responsibilities so that there will be more employees who will be given the coveted outstanding rating in the upcoming rating periods that will also contribute in improving the overall performance of the city as a whole.
