The city council passed a measure commending and congratulating City Library officer-in-charge Easter W. Pablo for garnering second place in the 2021 Search for Gawad Parangal Sa Natatanging Propesyonal Na Tagapangasiwa At Tagapaglingkod Sa Pampublikong Aklatan by the National Library of the Philippines (NLP) and The Asia Foundation.
Resolution No. 363, series of 2021, states that the Search gives due recognition to the country’s outstanding librarians and is open to all librarians and individuals working in a public library affiliated with the NLP.
The Gawad Parangal is considered to be the highest and most prestigious recognition given to professional librarians and non-librarians working for the empowerment of libraries in the Philippines.
Applicants are evaluated in different levels including educational qualification, performance, experience in librarianship, organization and involvement in library activities and mandate, and excellent standing in the profession.
The measure states that the award is a manifestation of the excellent and unquestionable dedication of Ms. Pablo in improving the practice of librarianship in the city of Baguio and the entire country.
She ranked fourth in the Library Science Board Exam in 1999 and has two graduate degrees — Masters in Public Administration and Masters in Library and Information Technology where she graduated cum laude.
In her more than 23 years as a librarian, Ms. Pablo was a board examination review instructor for librarians, conducted institutional researches that aided in the improvement of library services, extended her expertise in the community as lecturer and resource speaker.
“With her award, Ms. Easter W. Pablo has brought great recognition not only to the City of Baguio but also to the entire Cordillera Region as the first librarian to receive such a highly-respected honor and at the same time giving due recognition to the hard work and effort of the entire Baguio City Public Library,” the resolution states.-Gaby B.
