BAGUIO CITY – The city will have the first crack of using the latest technology to increase the combustion of diesel fuel that will translate to the lesser emission of black carbon from diesel-fed vehicles lying the different roads in the Summer Capital.
Commissioner Heherson Alvarez of the National Climate Change Commission (NCCC) said the city will be an ideal area where to pilot test the latest technology against the emission of black carbon because of its peculiar terrain that allows the supposed increase combustion of diesel fuel used by most motor vehicles.
“Black carbon is one of the major pollutants in the air which is emitted primarily by diesel-fed motor vehicles due to poor combustion,” Alvarez stressed.
He informed city officials and advocates versus climate change that he is currently negotiating with the owners of the anti-black carbon technology to use the same in key cities nationwide and Baguio City will be the pilot test area considering that vehicles in the city emit a huge volume of the pollutant that now makes the city’s air polluted.
According to him, the technology uses hydrogen that will significantly increase the combustion of diesel fuel and covert the black carbon into clean air or water thereby reducing the emission of the black carbon.
He emphasized the primary cause of the existence of black carbon in the air is the poor combustion of diesel by motor vehicles that is why there is really an urgent need for the introduction of new technologies that will improve the combustion of fuel in order to contribute in efforts to free the air from pollution.
He explained the black smoke being emitted from diesel-fed motor vehicles represent unburned fuel because of the poor combustion of the engines that is why there is a need for the vehicles to adopt the use of the latest technology in order to improve the combustion of fuel and lessen the emission of black carbon that contributes in polluting the city’s air.
Alvarez cited the conclusion of health experts that black carbon is detrimental to the health of people who are continuously exposed to inhaling the pollutant considering that they will surely acquire dreaded upper respiratory diseases such as pneumonia, bronchitis among others.
Alvarez cited the Commission is doing its best to empower local governments to be able to be resilient against the serious negative effects of climate change in order to contribute in lessening the danger posed by the effects of climate change to life and limb.
Commissioner Alvarez claimed climate change would mean stronger typhoons, a significant rise in the level of the seashores as a result of the melting of the glaciers, warmer weather as a result of the destruction of the ozone layer, serious floodings because of deforestation among others that is why people in affected communities must learn to comply with the necessary mitigating measures in order to spare the destruction of life and limb.
However, he reasoned that climate change mitigating measures is not only the role of government but people in general have to perform their individual roles in preserving and protecting the environment in order to prevent the serious negative impact of climate change to the people, especially those in indemnified hazard communities among others.
