The general managers (GM) of the 121 electric cooperatives elected Benguet Electric Cooperative’s (BENECO) GM Melchor S. Licoben as their vice-president for Luzon at the 28th National Association of General Managers of Electric Cooperatives (NAGMEC) convention held in Butuan, Agusan del Norte last June 17-18, 2025.
BENECO’s significant contributions in overcoming the challenges faced by electric cooperatives (ECs) nationwide particularly in advancing rural electrification—were further recognized through the leadership of GM Licoben. Congress power bloc representatives Presley De Jesus of the PHILRECA Party-list and Sergio Dagooc of the APEC Party-list honored Licoben with a plaque of appreciation at the same event.
“In ensuring the continuity of vital civic functions and supporting key national undertakings through esteemed leadership, BENECO stood as one of the guiding lights during moments of national significance—embodying the true spirit of service beyond its mandate,” the joint statement from De Jesus and Dagooc reads.
NAGMEC is a national organization composed of the 121 general managers of electric cooperatives in the Philippines. The group holds regular conventions to address pressing issues, advocate for supportive policies, and promote the goals of the rural electrification movement.
Alongside Licoben, the newly elected NAGMEC officers include: Dr. Allan L. Laniba – President, Jose Raul A. Saniel – Senior Vice-President, Jerry D. Morastil – Vice-President for Mindanao, Gaudencio M. Sol, Jr. – Secretary and Virgilio C. Fortich, Jr. – Treasurer
The new Board of Directors comprises: Ramon C. Posadas, Erni G. Baggao, Jose F. Bognot, Jr., Von Erwin G. Azagra, Zandro R. Gestiada, Sherwin C. Manada, Joel V. De Guzman, Virbuen U. Ladaga, and Janeene D. Colingan.
NAGMEC described the election of the new officers as a strong vote of confidence in the general managers’ dedication and leadership, aimed at bringing renewed strength, unity, and innovation to the country’s rural electrification program.
Rural electrification has remained the primary mandate of all 121 ECs since their establishment under Presidential Decree No. 269 issued by President Ferdinand Marcos Sr. more than 50 years ago, a formidable task for organizations that are non-stock and non-profit. By Laarni S. Ilagan
