DAGUPAN CITY — The Bureau of Fire Protection (BFP) remains steadfast in encouraging the public to use firecracker alternatives this holiday season to ensure safety in communities while promoting a festive atmosphere.
Senior Fire Officer 3 Clemente Amante Battalao, deputy city fire marshal of BFP Dagupan, said that among the recommended alternatives are hornpipes, whistles, clappers, and cans with pebbles that can help create a celebratory environment without the dangers associated with firecrackers.
He said, ”As we always remind every year, we do not recommend the use of firecrackers, especially the one known as ‘boga’ (homemade cannons), because it is very dangerous.”
He added, “But if we cannot avoid setting off firecrackers due to tradition, the BFP and the city government have agreed to establish a firecracker zone where various types of firecrackers can be purchased.”
The firecracker zone aims to minimize the risks and damages caused by the improper use of firecrackers and ensure they are used only in a safe and regulated area.
The designated area will be set up in a location that is far from residential zones and public places to reduce the risk of injuries or fires.
Battalao said they are awaiting the city government’s approval to designate the firecracker zone, a decision expected in the coming weeks.
Once the designation is approved, the BFP will closely monitor the area to ensure strict compliance with safety regulations.
Batalao assured, “We conduct intensified fire safety inspections, and those intending to sell fireworks must secure a fire safety certificate in compliance with the Fire Code (Republic Act No. 9514).”
Meanwhile, Battalao warned that violators of the guidelines against buying illegal fireworks will face penalties, including one day to one year of imprisonment or fines from P37,500 to P50,000.

Dagupan City has a troubling history of firecracker-related incidents during past holiday seasons, with multiple injuries and fire-related accidents attributed to the improper handling of firecrackers.
One particularly tragic incident occurred on December 25, 2023, when a resident lost his life and three others were injured in separate firecracker-related accidents.
To prevent such tragedies, the BFP advises residents to supervise children closely, avoid using firecrackers near flammable materials, and properly dispose of used firecrackers.
