BAGUIO CITY – Former Punong Barangay and Sangguniang Kabataan (SK) Chairperson Marvin P. Binay-an was recently elected as the new Indigenous Peoples Mandatory Representative (IPMR) of barangay Camp 7 following the selection process pursuant to established guidelines in the naming of IPMRs.
Binay-an edged out erstwhile Camp 7 IPMR Norberto Antonio, Sr., who was seeking his reelection to the said position for his supposed third term in office, during the selection process that was conducted last August 16, 2924.
The incoming Camp 7 IPMR is currently completing the documentary requirements prior to his assuming the barangay IPMR and will seat as member of the barangay council.
Under the pertinent provisions of Republic Act (RA) 8371 or the Indigenous Peoples rights Act (IPRA), local government units are mandated to provide or allot a seat in their respective local legislative and policy-making bodies for the IPMRs that were duly elected by the indigenous peoples – indigenous cultural communities in their respective areas.
Binay-an serves as the SK chairperson of barangay Camp 7 from 1996 to 2002. He was also elected as the Punong Barangay of Camp 7 and served his three-year term from 2007 to 2010.
From 2018 to present, he is serving as a member of the Lupong tagapamayapa of the barangay prior to his election as the IPMR.
He expressed his gratitude to the panel of selectors for giving him the rare chance to serve as the barangay IPMR for the next three years, saying that he will try his best to serve the best interest of the indigenous peoples and indigenous cultural communities and the residents of the barangay.
The new Camp 7 IMPR assured the residents of the dedicated and unwavering services from the barangay officials so that they will be satisfied with the effective and efficient delivery of quality services without fear or favor from anyone.
He also rallied the support of the indigenous peoples and the indigenous cultural communities to all the programs, projects and activities that will be implemented as the barangay will make sure that the same will be inclusive for all of them.
Binay-an’s father is an Ibaloi from barangay Camp 7 while his mother is a native of Sagada, Mountain Province. He is also married to a kan-kaney from Kabuyoa, Poblacion, Tuba, Benguet. By Dexter A. See
