BAGUIO CITY – Mayor Mauricio G. Domogan urged the city’s Bids and Awards Committee (BAC) and the regional and district offices of the Department of Public Works and Highways (DPWH) to blacklist contractors who continue to disobey lawful orders in relation to the implementation of the awarded projects in the different parts of the city.
The local chief executive recently ordered the City Engineering Office to monitor the implementation of locally- and nationally-funded projects in the city and take note of the blatant violations of the contractors to serve as database of concerned offices when evaluating contractors performance when they participate again in future bidding processes.
“We observed that despite our previous appeal to the contractors to make good in the implementation of their awarded projects, there are still a number of them who seem to take our appeal lightly and refuse to provide what had been stipulated in their contracts, particularly the putting in place of sufficient signages for the safety of motorists and the public,” Domogan stressed.
He emphasized that despite repeated verbal and formal notices being sent not only by the local government but also concerned agencies to contractors of projects, there had been constant complains from the public of projects that are being left unattended for a long period of time causing inconvenience to the public, of insufficient signages to guide and inform the public, among other blatant violations that merit the imposition of appropriate sanctions against the erring contractors.
According to him, contractors should be sensitive to the convenience of the public thus, after digging up roads and streets, immediate implementation of the programmed works should immediately follow to lessen the suffering of the public.
Domogan questioned the city’s BAC and the regional and district offices of the DPWH why there erring contractors who continue to be awarded projects despite having unfinished projects and previous projects having blatant defects, thus, the need for the local government and the concerned agencies to adopt a standing policy that no contractor should be awarded a project if he or she has still unfinished projects, even outside the city.
He is also wondering why contractors are being awarded more than one project to implement when based on their submitted documents, the implementers will be using the same technical personnel, units of equipment and manpower in their on-going projects.
He explained that the quality of the work of contractors reflect what kind of individuals they are and if these contractors want to preserve their integrity and credibility as good performing contractors, they must fully implement the approved project plans and specifications and avoid cheating the public.
