The City Council, during last Monday’s regular session, requested the city’s Traffic and Transportation Management Committee (TTMC) to submit an evaluation report after one month of the implementation of Executive Order (EO) No. 114, series of 2020, issued by Mayor Benjamin B. Magalong transferring the loading and tagging areas of Baguio-Plaza jeepneys for  the possible crafting of an ordinance.

In a resolution, city legislators stated that the transfer of loading and staging areas of Baguio-Plaza jeepneys had affected the Leonard Wood Road, Session road and Gov. Pack trunklines with loading and staging areas in the central business district that caused confusion among the people living in the barangays traversed by the affected trunklines.

Earlier, Magalong issued EO 114, series of 2020, transferring the loading and staging areas as contained in Ordinance No. 7, series of 1984.

The council claimed the transfer of the loading and staging areas of the affected jeepney trunklines is on a purely experimental basis because it is not covered by an ordinance that would put in place the new traffic scheme, thus, the need for the TTMC to immediately submit an evaluation report on the outcome of the traffic experiment to guide for local legislators in deciding whether or not to make permanent the said scheme.

The affected jeepney trunklines are the Baguio-Plaza Mines view and vice versa, Baguio-Plaza-Navy Base and vice versa, Baguio-Plaza-Tiptop and vice versa, Baguio-Plaza-Pacdal-Liteng and vice versa, Baguio-Plaza-Lucnab and vice versa, Baguio-Plaza-Maria Basa and vice versa, Baguio-Plaza-Happy Hallow via Country ?Club and vice versa, ?Baguio-Plaza-Happy Hallow via Kadaclan and vice versa which will have their new loading area at Gov. Pack road and new staging area at Sandico St.

Further, the affected jeepney trunklines with new loading area at Claudio St. and staging area at Calderon St. include Baguio-Plaza-Camp 7 and vice versa and Baguio-Plaza-San Vicente-Poliwes-Camp 8 and vice versa.

The jeepney trunkline with new loading and staging area at Claudio St. is the Baguio-Plaza-Loakan and vice versa while the jeepney trunkline with new loading and staging area at Otek St. is the Baguio-Plaza-Kitma and vice versa.

Moreover, the new staging and loading area of the Baguio-Plaza-Dagsian-Gabriela Silang and vice versa will be at Diego Silang St. starting August 1, 2020.

The council explained that in the crafting of an ordinance that will make permanent the aforesaid traffic experiment, public consultations with the affected commuters will have to be conducted to ascertain the sentiments of the people on the scheme.

Ordinance No. 7, series of 1984, is the city’s Comprehensive Traffic and Transportation Code that identified the different loading and staging areas of the different jeepney trunklines that are plying the different routes in the city’s 128 barangays aside from regulating the fees that will be imposed against violators of the regulations that been outlined governing the operation of public transportation in the city.
