BONTOC, Mountain Province – The Bontoc Local Government Unit (LGU), through the Local Youth Development Office (LYDO), spearheaded the “Sangguniang Kabataan (SK) Mandatory Training on Budget Planning and Youth Development Plan Formulation” on August 8-9, 2024, at the Municipal Auditorium.
This event is part of the just launched Youth CARES Program of the municipality and aims to provide technical assistance to SK chairpersons, treasurers, and secretaries from various barangays of Bontoc, guiding them in developing and implementing projects that align with the local government’s mission and vision for youth development.
Institutionalized by the Sangguniang Bayan of Bontoc, Youth CARES stands for Championing Excellence and Dynamism with Access to Equitable Opportunities through Responsible and Responsive Governance, with a focus on Environmentally and Economically-sound Appropriate Plans for Sustainable Development Initiatives. The program is designed to enhance leadership skills, encourage youth participation in public and civic affairs, and foster environmental stewardship.
During the training, Municipal Budget Officer Aida Lingbanan shared insights on effectively utilizing the SK budget, which makes up 10% of the barangay fund. She explained that 25% of this budget should be allocated for personal services, such as the SK monthly honoraria, while 75% should support youth programs implemented by the SK councils in their respective barangays.
Local Youth Development Officer III Ross Kiat-ong emphasized the training’s importance, highlighting its focus on three key areas: the annual budget, the annual barangay youth investment program, and the comprehensive Barangay Youth Development Plan, which will be submitted to their respective barangay council by the end of August.
Meanwhile, Municipal Administrator Eric Fulangen, Sr., who represented Bontoc Mayor Jerome “Chagsen” Tudlong Jr., emphasized the importance of the SK’s role in community development. He urged participants to be proactive in creating projects that not only address the needs of the youth but also contribute to the overall growth of their barangays.
“As the elected leaders trusted by the youth in your barangays, you must prioritize transparency and accountability in managing the funds allocated to the SK budget, ensuring that all projects and programs serve the best interests of the youth in your community,” Fulangen emphasized.
