BONTOC, Mountain Province November 18 – Mountain Province – Barangays Bontoc Ili of Bontoc and Kayan West of Tadian have retained their spots as Most Outstanding Barangay Peace and Order Councils (BPOCs) in the provincial level and will represent Mountain Province in the regional search.
The same as last year, Barangay Bontoc Ili headed by Punong Barangay Alexander N. Fana-ang was chosen as the Most Outstanding BPOC in the first –to- third class municipal category while Barangay Kayan West headed by Robinson G. Pil-ingen won the Most Outstanding BPOC in the fourth-to-sixth class municipal category for the provincial search.
Recently, Governor Bonifacio C. Lacwasan, Jr. who also chairs the Provincial Peace and Order Council (PPOC) handed over a Plaque of Commendation and a cheque amounting to P15, 000.00 each to the awardees at the provincial capitol grounds. The prizes were sourced out from the PPOC fund.
The annual Search for the Most Outstanding BPOC is a program of the Department of Interior and Local Government (DILG) which aims to recognize and reward the barangays’ effort and commitment in addressing peace and order concerns while encouraging others to do the same. The assessment covers July- December 2015 to January –June 2016 focusing on the criteria of Organization, Meetings, Policies and Budgets, Accomplishment Reports, Service Delivery, Sustainability, and Packaging.
The Organization covers a Resolution organizing the BPOC based on the composition prescribed by Memorandum Circular No. 2008 dated June 17, 2008, narrative reports with pictorials on orientation by Barangay on the roles and functions of the BPOC members and minutes of meetings with special attendees. Meetings which include Minutes of Regular meetings signed by the BPOC Secretariat and certified correct by the BPOC Chair from July, 2015 to June 2016, attendance sheet of meetings showing attendance of the Punong Barangay and majority of the members, Resolutions and agreements relevant to the problems discussed and Minutes of special meetings conducted.
Under the Policies and Budgets, it comprises Resolutions of proposed policies of the BPOC approved by the Sangguniang Barangay, Barangay Peace and Order and Public Safety Plans (POPSP) for Calendar Years 2015 and 2016, Highlights in the Barangay Budget showing POPSP budget allocation by the Sangguniang Barangay and higher local government units and Highlights in Barangay Budget showing POPSP budget from other sources.
Accomplishment Reports covering pictorials and other documents such as reports showcasing favorable outcome of POPSP Implementation, Periodic monitoring and assessment reports submitted to Municipal Peace and Order Council (MPOC) and Documents of Projects, Programs, Activities showing judicious utilization of funds for BPOC and POPSP accomplishments.
Under Service Deliver are certification from the city or municipal police station on the absence of crime incident/s in the area and comparative data showing crime rate lower than city or municipal rate. For Sustainability, it focuses on pictorials of barangay tanods on regular ronda or foot patrols, minutes or any documentary evidence of regular ugnayan with institutions in the community such as the church, schools, business sector organizations, Non –Government Organizations and Peoples Organizations, non-recurrence of illegal activities duly transmitted by the BPOC Chair to the MPOC Chair, terminal or Post- Activity Report with pictorials of IEC conducted on crime prevention, crime prevention equipment backed up by pictorials, and documents showing support of NGOs or other government organizations for barangay peace and order Projects, Programs and Activities. For Packaging, they must have followed the prescribe format.
The awardees were first assessed by the BPOC –Provincial Search Committee composed of the representatives from the DILG- Provincial Office, Mountain Province Provincial Police Office, Department of Education and Senior Citizen.
Resolution No.1, S. 2016 of the BPOC- Provincial Search Committee declared the awardees after Barangay Bontoc Ili garnered 97.6 % rating for the Most Outstanding BPOC in the first –to- third class municipal category while Kayan West got 99.6% rating for the Most Outstanding BPOC in the fourth-to-sixth class municipal category.
