BONTOC, Mountain Province – The municipal government has reached a significant milestone in its pursuit of excellence in public service by achieving Maturity Level II in the Human Resource (HR) core area of Performance Management.
Per CSC Memorandum Circular 19, S. of 2016, agencies meeting the Maturity Level 2 indicators in all core HR Management (HRM) systems shall be recommended by the CSCO Director for validation through onsite assessment to be conducted by the Assessment Team/PSED. The narrative assessment report with recommendations shall be forwarded to the HRPSO for evaluation and recommendation to the Commission.
According to HRM officer Delilah Bursoc of the Human Resource and Management Office, this recognition comes under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) of the Civil Service Commission (CSC), a program aimed at enhancing public sector HR management practices.
Further, HRM officer Arleen Eickmee Gasmeña emphasized that Performance Management, among the four core areas, is considered the most challenging by HR practitioners.
Meanwhile, Mayor Jerome “Chagsen” Tudlong, Jr., highlighted that achieving Maturity Level II in Performance Management under the PRIME-HRM framework is a step forward in the municipal government’s mission to institutionalize best practices in human resource management.
“Achieving Maturity Level II in Performance Management is not just about meeting standards—it’s about setting them. It represents our dedication to making sure that every employee’s performance aligns with our vision for Bontoc. We are committed to raising the bar even higher, ensuring that our HR practices are not only compliant but exemplary,” he said in an interview.
The Certificate of Recognition was received by Mayor Tudlong, Gasmeña, and Bursoc from CSC-Mountain Province Field Office Director Anita Verina Paredes, on September 2, 2024, at the Provincial Multipurpose Hall, Bontoc, Mountain Province. By Christy Mae C. Pangesfan
