The Bontoc Local Government Unit (LGU) has achieved a significant milestone by attaining Maturity Level II in the Human Resources (HR) core area of Recruitment, Selection, and Placement (RSP).
The Certificate of Recognition was personally awarded by Civil Service Commission – Cordillera Administrative Region (CSC-CAR) Director IV Fernando Mendoza, Director III Ruben Wacas, Director II Anita Verena Paredes, Officer IC Chief Human Resource (HRS) Specialist Eleazar Puguon, OIC Chief HRS Maira Geneva Nuarin, Senior HRS Theodora Rose Pel-ey to the municipal officials and Bontoc LGU personnel on January 14, 2025, at the Bontoc Municipal Capitol.
Present to receive the award were Bontoc Mayor Jerome “Chagsen” Tudlong, Jr., Vice Mayor Eusebio Kabluyen, Department Heads and Unit Heads of the Bontoc LGU, along with the personnel from the Human Resource Management Office (HRMO) led by HRMO III Arleen Eickmee Gasmeña.
The PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) aims to enhance the HR management competencies of government agencies. It involves a comprehensive assessment of HR practices, engaging both HR officers and rank-and-file employees.
According to Gasmeña, the assessment included virtual interviews and evaluations to ensure compliance with civil service policies and systems.
The Bontoc LGU was evaluated based on four key pillars: Governance, Talent Planning, Talent Sourcing, and Talent Selection and Placement. The successful assessment confirmed that the LGU adheres to civil service laws and maintains effective HR records management.
Mayor Tudlong expressed gratitude to the CSC for the recognition and reaffirmed the LGU’s commitment to enhancing its human resource systems for more efficient public service.
He also acknowledged the contributions of the HRMO and partner offices in striving for a merit-based and competent bureaucracy.
Notably, the Bontoc LGU had previously achieved Maturity Level II in the HR core area of Performance Management, underscoring its dedication to institutionalizing best practices in human resource management.
This ongoing commitment reflects the LGU’s mission to set and meet high standards in public service and eventually attain maturity in the remaining two HR Core areas, Learning and Development and Rewards and Recognition. By Alpine L. Killa-Malwagay
