BONTOC, Mountain Province – The Mountain Province State University (MPSU) through the School of Criminal Justice Education and Liberal Arts. in collaboration with the municipal government’s the Local Youth Development Office, initiated a two-day Sangguniang Kabataan Leadership Enhancement, Advancement, and Development (SK LEAD) Seminar Phase 2 for members of the Bontoc Sangguniang Council and Local Youth Development Council on May 27-28, 2025, at Coffee and Lemon Café in Samoki, Bontoc, Mountain Province.
In his message, MPSU President Edgar Cue commended the participants, highlighting that their attendance reflects their commitment to becoming effective leaders and empowered citizens.
He emphasized that leadership is not confined to age, title, or position; rather, anyone can be a leader if they possess the courage to care, the strength to listen, and the determination to act, even in challenging circumstances or when recognition is absent.
“Our Sangguniang Kabataan, our young people, you are not just leaders of tomorrow; you are leaders now. You have to remember that what you do and whatever you choose to become is what matters. A transformation that we need to strengthen and refine leadership, governance, and policies that will protect not only your fellow youth but also the vulnerable,” Cue stated.
Likewise, he assured attendees that MPSU is not merely an educational institution focused on instruction but is also committed to empowering communities.
Bontoc Mayor Jerome “Chagsen” Tudlong, Jr., represented by Municipal Administrator Eric Fulangen, Sr., expressed gratitude to MPSU for the ongoing partnership, noting that it exemplifies how great things can be achieved through collaboration.
Mayor Tudlong reminded participants that true leadership is not about titles or recognition; it is about service, vision, and the courage to take action for the greater good.

The seminar featured a variety of topics, including Visioning and Goal Setting for Youth Leaders, Planning and Implementing Projects, The Pitfalls of Youth Leadership, Problem Solving and Decision Making for Youth Leaders, Strategies for Youth Advocacy, Quantitative Reporting, How to Chair Meetings Effectively, and Social Orientation for Youth Leaders.
