City officials recently required business establishments in the city to submit an annual job vacancy report as well as applicants hired to the City Public Employment Service Office (PESO) in support to Resolution No. 141, series of 2009.
Under Resolution No. 057, series of 2024, local legislators stated that the act of requiring business establishments to submit their job vacancies as well as applicants hired to the PESO will help address the employment of the residents whether as professionals, skilled workers or potential workers.
The approval of the said resolution was anchored on Section 16 or the general welfare clause of Republic Act (RA) 7160 or the Local Government Code of the Philippines as amended that provides that every local government unit shall exercise the powers expressly granted, those necessarily implied as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare.
Earlier, the city council through Resolution No. 141, series of 2009 requested all business establishments to periodically submit their list of job vacancies to the PESO as part of the program of employment and to boost the job placement information system in the city.
The council claimed that the employment scene in the city shows a remarkable number of professionals as the city is the educational center of the north, available skilled workers and potential talents that can be utilized for a better economy.
The local government, through the PESO, shall serve as the employment service facility of the city.
Copies of the approved resolution will be transmitted to the various business establishments in the city for their information, guidance, ready reference and further needed action. By Dexter A. See
