BAGUIO CITY – Finance Secretary Carlos Dominguez recently issued the permanent appointment of Alex Cabarrubias as City Treasurer of the City Government becoming the latest department head given a permanent appointment.
Cabarrubias, who served as Assistant Budget Officer in his early years in government was named as Assistant City Treasurer three years ago before being appointed Officer-in-Charge of the Office of the City Treasury Office after the retirement of former City Treasurer Alicia Onosa.
The newly appointed City Treasurer will be joining other appointed City Treasurers and Assistant City Treasurers during their oathtaking on Monday, April 24, 2017, to be administered by Secretary Dominguez.
Under the provisions of the law, Municipal, City, and Provincial Treasurers are the only department heads in the local governments that are appointed by the Secretary of the Department of Finance.
Cabarrubias is the only treasurer in the Cordillera who will be joining the current batch of local treasurers and assistant treasurers who will be taking oath as full-fledged treasurers during the term of President Rodrigo R. Duterte.
It will be recalled that Secretary Dominguez appointed some 44 local treasurers and assistant local treasurers pursuant to existing rules, regulations, and guidelines enshrined in existing laws in the appointment of the said heads of offices assigned to the different local governments around the country.
Mayor Mauricio G. Domogan extended his greetings and congratulations to Cabarrubias for his permanent appointment as the City Treasurer of Baguio City, citing that he deserves the appointment because of his experience and passion for the job.
He pointed out with the permanent appointment given to Cabarrubias, the necessary innovations in the City Treasury Office will be pursued to enhance the collection of taxes for the implementation of various priority development projects of the city and improve the delivery of basic services to the people.
One of the important initiatives implemented during the incumbency of Cabarrubias was the implementation of the electronic business permits and licensing system that drastically contributed to the significant reduction in the processing time of business permits issued to the various businesses operating in the different parts of the city.
Applicants for the issuance of business permits with complete documents can wait for the release of their permits through the electronic business permit and licensing system while those with incomplete documents are advised to observe the process prescribed under the city’s citizen’s charter for them to be able to get their permits in the time provided for the purpose.
