BAGUIO CITY – The development of a regional capacity development plan is now in full swing as the Cordillera Committee on Good on Local Governance (CCGLG), comprised of various national government agencies (NGAs), has completed the second phase of the formulation of the 2025 Cordillera Seal of Good Local Governance (SGLG) Capacity Development (CapDev) Agenda in this city on February 27-28, 2025.
Initiated by the Department of the Interior and Local Government–Cordillera (DILG-CAR), the formulation of the capacity development plan is a breakthrough of its Regional Institutional Development Support (RIDS) Program. The RIDS seeks to improve the evaluative utility of the SGLG by using data from the latest assessment results in developing responsive capacity development interventions.
DILG-CAR Regional Director Araceli A. San Jose explained that the results of the SGLG assessment reveals the areas of governance that need improvement in the region thus, heightening the need to match these with the appropriate capacity development interventions from the concerned government agencies.
The 2025 Cordillera SGLG CapDev Agenda is a roadmap of proposed interventions of the concerned NGAs to be implemented this year. It shall directly respond to the performance issues detailed in the 2024 Governance Assessment Report. The plan seeks concrete commitments from the CCGLG member-agencies that may be implemented through stronger NGA-LGU partnerships and stakeholder development.
Aside from the interventions, the plan identifies the specific LGUs across the region that remain challenged across the set of performance indicators thus enabling improved prioritization according to urgency and the number of LGUs affected.
“The SGLG provides us with a clearer direction to harmonize our whole-of-government efforts to ensure that the interventions we are providing to our LGUs are responsive to their contemporary needs,” San Jose said.
She added that the SGLG must be seen as more than just a recognition program but as a valuable tool that mainstreams issues at the local level that hampers their ability to effectively deliver quality services to their constituents.
It can be recalled that in 2024, thirty-three (33) LGUs in the Cordilleras were named SGLG National Passers. The SGLG is considered as the most prestigious recognition conferred by the DILG to LGUs, often known as the “Mother of all LGU awards.”
To date, the preliminary 2025 Cordillera SGLG CapDev Agenda is being reviewed and finalized by the CCGLG member-agencies, namely: the DILG-CAR, the Cordillera Regional Offices of the Department of Education, Department of Health, Department of Social Welfare and Development; Department of Trade and Industry, Department of Environment and Natural Resources; Department of Tourism; Office of Civil Defense; Bureau of Local Government Finance; and the Jaime V. Ongpin Foundation, Inc. and the Council for the Restoration of Filipino Values.
The DILG-CAR, acting as the Chair of the CCGLG, shall convene the member-agencies to propose the passing of a resolution for the adoption and consequent operationalization of the regional capacity development plan. By RJMV/DILG-CAR
