The local government continues to enhance the implementation of the Parents Effective Service in the city as part of its ongoing efforts to improve parental involvement in the learning development of their children.
City Social Welfare and Development (CSWD) Officer Liza Bulayungan said that part of the efforts of the city government to implement this program is through the establishment of a partnership with PhilSeven Foundation, Inc. (PFI), a corporate social responsibility arm of Philippine Seven Corporation which is engaged in the operation and franchise of 7-eleven stores in the country.
The implementation of the program is pursuant to the pertinent provisions of Republic Act (RA) 11908 or the Parent Effectiveness Service Program Act where every local government is mandated to establish and implement the Parent Effectiveness Service Program to strengthen parental involvement in their children’s development and learning through the appropriation of the necessary funds to sustain its implementation.
Bulayungan claimed that among PFI’s current initiatives includes the Gulong ng Karunungan which, in partnership with the government, involves the operation of a mobile facility dubbed by the Baguio CSWD Office as Parent Effectiveness Service on Wheels, an adoptive and sustainable approach of learning development interventions for parents in the communities.
She added that the Parent Effectiveness Service on Wheels provides a package of services where a mobile van with complete logistics for the program delivers the needed services to the communities effectively and efficiently.
According to her, the counterpart of the city government is to ensure the Parent Effectiveness Service implementation, care and maintenance of the vehicle, continued training of facilitators, conduct of regular service in every barangay or target groups and collaboration with relevant agencies like the Department of Social Welfare and Development, Department of Education, City Health Services Office, Liga ng mga Barangay, civil society organizations, other government agencies and non-government organizations, in the implementation of the said program.
