BAGUIO CITY – City officials recently granted authority to the local chief executive representing the city government to enter into a memorandum of agreement (MOA) with the State-owned Philippine Amusement and Gaming Corporation (PAGCOR) extending the utilization of previously downloaded financial assistance amounting to PhP50 million until January 2025 for the completion of phase one and subsequent liquidation of the two barangay hall complexes and covered courts at Bayan Park Village and Engineer’s Hill barangays.
Under Resolution No. 753, series of 2024, local legislators stated that on October 7, 2024, the local chief executive disclosed that after their re-assessment of current works, PAGCOR deemed it appropriate to move the target date of completion for the two projects to January 25, 2025.
Earlier, the council considered a letter dated December 10, 2024 of the local chief executive requesting authority to enter into a MOA with PAGCOR extending the utilization of downloaded financial assistance until January 25, 2205 for the construction of the two barangay hall complexes and covered courts at Bayan Park Village and Engineer’s Hill barangays.
The council, through Resolution No. 595, series of 2021, authorized the City Mayor representing the local government, to enter into a MOA with the PAGCOR represented by its chairman and chief executive officer Andrea D. Domingo for the acceptance of a grant of financial assistance amounting to P50 million for the construction of two multi-purpose barangay complexes and covered courts in Bayan Park Village and Engineer’s Hill barangays.
PAGCOR and the city government previously entered into a MOA on April 5, 2022 for the grant of financial assistance amounting to PhP50 million for the construction of barangay hall complexes and covered courts in Bayan Park Village and Engineer’s Hill barangays.
Further, PAGCOR already released this financial assistance to the city government. However, the implementation of the projects did not commence due to the need to realign the city’s budget for some of its projects to source additional funds for the completion of the two barangay halls and covered courts until the agreement expires.
On July 18, 2024, the PAGCOR Board of Directors approved the execution of a new MOA with the city government pertinent to the continued construction of the two barangay halls and covered courts until August 27, 2024 as requested by the city.
Moreover, on July 31, 2024, the mayor informed PAGCOR that the two projects would not be completed within the requested date of the MOA extension due to necessary variations in the programs of work and requested another extension until September 28, 2024 for Engineer’s Hill barangay and January 25, 2025 for Bayan Park Village barangay.
The body demanded that the MOA shall be returned to the council for confirmation in the future. By Dexter A. See
