BAGUIO CITY – The City Council, during last Monday’s regular session, approved on first reading a proposed ordinance authorizing the closure of Jungle Town road to make way for the excavation and piping works of the Marcons Builder Project City Hub.
Under the proposed ordinance authored by councilors Maria Mylen Victoria G. Yaranon and Benny Bomogao, effective November 14-19, 2022, a portion of Jungle Town Road shall be temporary closed for the tapping of their drain lines to the main lines of the city for Marcons Builders to make way for their excavation and piping works.
For the maintenance of public safety, all motorists are directed to use alternate routes to their respective destinations during the whole period of the project and until it is declared safe for public use.
Further, the public is advised to refrain from defacing signages, removing traffic signs and stepping on fresh concrete pavements while the project is ongoing.
The ordinance tasked the City Mayor’s Office through the City Engineering Office and the Baguio City Police Office–Traffic Enforcement Unit (BCPO-TEU) to provide their necessary mechanisms in the proper implementation of the measure.
However, the pertinent provisions of the Comprehensive Traffic Ordinance of the city shall be invoked for any offense or traffic infraction committed in the implementation of the measure.
The ordinance states that to avoid inconvenience to the public and to afford Marcons Builders ample time to finish their project, the passage of the same is of utmost importance.
Section 21 of Republic Act (RA) 7160, otherwise known as the Local Government Code of the Philippines, provides that a local government unit may, pursuant to an ordinance, permanently or temporarily close or open any local road, alley, park, or square falling within its jurisdiction; provided, however, that in case of permanent closure, such ordinance must be approved by at least two-thirds of all the members of the Sanggunian concerned and when necessary, an adequate substitute for the public facility that is subject to closure is provided,
In a letter dated September 22, 2022, Marcons Builders requested the temporary closure of Jungle Town Road to make way for excavation and piping works related to their project known as the City Hub,
The project is reputedly nearing completion and the tapping of their drain lines to the main lines of the city requires the temporary closure of the aforesaid road for 3 to 5 days.
