TABUK CITY, Kalinga – Recently appointed Acting Chief of Police (COP), PLtCol Jolly Ngaya-an, urged for everyone’s participation, not just city government employees, to help the police reduce crime in the city during the regular flag ceremony.
Ngaya-an claims that over the last five years, homicide rates have decreased although vehicular traffic incidents (VTIs) have been among the highest.
He continued by saying that during the previous week, the Philippines National Police (PNP) had apprehended 196 people for violating traffic rules and local traffic ordinances, with a corresponding fine of Php 146, 200. 99.
Motorcycle riders who have no driver’s license and who did not wear helmets were the main target of the apprehensions.
He further stated that despite the authority’s constant operations, they are unable to totally stop the increasing number of violators on the road without everyone’s help.
Ngaya-an also said that the general public and the PNP need to practice the 5 C’s which is communicate, collaborate, coordinate, cooperate, and commitment.

Ngaya-an concluded by expressing his sincere gratitude to the city government for their ongoing assistance to the PNP and for developing ordinances to lessen VTIs.
“We will continue our task ta daytuy ti maysa nga pag foc-focusan mi tatta ta makita nga dituy Tabuk ket VTI’s ti maysa nga issue nga sang-sanguen da,” he ended.
