The City Council, recently, concurred with the appointment of Ms. Liza D. Bulayungan as City Social Welfare and Development Officer (CSWDO) II of the City Social Welfare and Development Office under the city government.
Under Resolution No. 600, series of 2022, the Committee on Ethics, Governmental Affairs and Personnel in its 2nd indorsement dated November 29, 2022 recommended the concurrence of the appointment of Ms. Bulayungan as City Social Welfare and Development Officer II of the City Social Welfare and Development Office.
Earlier, Bulayungan was appointed as the department head of the City Social Welfare and Development Office in lieu of Ms. Betty F. Fangasan who retired from government service in April 2022.
Bulayungan served as the Assistant City Social Welfare and Development Officer before being elevated as the officer-in-charge of the City Social Welfare and Development office under following the retirement from government service of Ms. Fangasan.
Under the pertinent provisions of Republic Act (RA) 7160 otherwise known as the Local Government Code of 1991 and related civil service laws, rules and regulations, , unless otherwise provided herein, heads of government and offices shall be appointed by the City Mayor with the concurrence of the majority of all the members of the local legislative body concerned, subject to civil service laws, rules and regulations. The concerned local legislative body shall act on the appointment within 15 days from the date of its submission, otherwise, the same shall be deemed confirmed.
