LA TRINIDAD, BENGUET- The municipal council approved an ordinance institutionalizing the search for outstanding public officials and employees who will be able to be recipients of cash benefits to be provided by the local government.
The objectives of the ordinance are intended to give due recognition to dedicated employees who demonstrated sustained exemplary performance; inspire others to perform equally or better, in terms of output and efficiency and institutionalize a system of recognizing outstanding employees anchored on established criteria consistent with the principles of equal opportunity and fair play.
On the other hand, the local legislative measure declared to give due recognition to any employee who consistently demonstrated exemplary performance and who has never been charged nor convicted of any crime involving moral turpitude and acumen declared sustained exemplary performance refers to the unwavering, consistency and efficient conduct of an employee in carrying-out his/her duties, outstanding employee of the year refers to an employee who have consistently demonstrated exemplary performance within a given year, punctuality, efficiency, equal opportunity for all employees to be nominated and fair play refers to adhering to the rules without bias or favoritism.
The nomination period falls within the second semester of the year to the first semester of the following year to start on the first working day of July until the last working day of June of the following year. The nomination criteria provides that a prospective candidate for Outstanding Employee of the Year may be nominated by his/her officemates or immediate supervisor. To qualify for nomination, a prospective candidate should be at least to certain extent meet the following criteria to wit: attendance, punctuality, honesty, accomplishment, service delivery and efficiency. An accomplished Nomination Form will be submitted with a narrative endorsement of the nominator citing the circumstances of the nominee’s exceptional performance based and/or summarized from the criteria.
There so goes the review/ validation of each nomination, preparing questionnaire and setting a date for interview. The selection proper deriving to enter in the corresponding columns in the Rating Matrix set by the selection committee and tallying the result and determine the rank of each nominee according to their scores from highest to lowest. The nominee with the highest score will be awarded the Outstanding Employee of the Year.
The presentation of awards will be presented during the anniversary celebration of Civil Service on the month of September, the Employee of the Year will receive PHP25,000 cash and a plaque with appropriate citation and Hall of Famer award.
