City officials recently approved the immediate implementation of the scholarship program sponsored by the Technical Education and Skills Development Authority–Cordillera Administrative Region (TESDA-CAR) to qualified construction workers of construction firms in the city and employees of the local government.
Under Resolution No. 294, series of 2024, the Committee on Education, Culture, Creativity and Historical Research, in its 2nd indorsement dated May 7, 2024, recommended approval and seeking for the program’s immediate implementation.
Earlier, the council considered a letter dated April 24, 2024 of City Administrator Bonifacio Dela Peña relative to the proposed scholarship program sponsored by the TESDA-CAR with the intended beneficiary to qualified construction workers in the city and employees of the local government.
The Tulong Trabaho Scholarship Program of the aforesaid agency is a scholarship program established through Republic Act (RA 11230 or the Tulong Trabaho Act.
Further, the said program covers sectors that are considered key employment generators or priority sectors identified in the National Technical Education and Skills Development Plan, including agriculture, fishery and forestry, tourism, construction, information and communication technology or information technology, business process management, transportation and logistics, manufacturing and health and wellness.
In a meeting held on April 23, 2024 between TESDA-CAR and the local government, both parties came to agree on the crafting of a memorandum of agreement for the provision of the 25-day training of chosen scholars and that the number of days will be confirmed by the agency, provision of daily allowance of P160 to the scholars, issue a national Certificate to scholars who completed the training and to determine if the scholars are eligible for NC II and provide the list of suppliers and specifications for the purchase of materials or too kits needed.
On the other hand, the local government shall be in charge of accepting applications and endorsing the 25 candidates from different construction firms and qualified local government employees; identify the location of the on-site practical assessment of the scholars; discuss with contractors that during the training, the scholars will be paid their daily wage; prepare a project proposal for the funding of tool kits of the selected scholars which will be awarded to each scholar after completion of the program and for the purchase of the specified tool kits.
