Vice Mayoralty aspirant and Councilor Elaine D. Sembrano vowed for the creation of legislations that are responsive to the needs of the people aside from pursuing the immediate review of all existing ordinances to augment and enhance those that are no longer relevant.
The 3-term local legislator pointed out the need to speed up the crafting of resolutions and ordinances to address existing gaps in the implementation of the said legislations to ensure that these will be for the greater welfare of the majority of the populace.
She strongly recommended that standing committees of the city council should conduct the required completed staff work before presenting to the august body their recommendations on whether or not to pass proposed resolutions and ordinances that had been filed by councilors.
The councilor explained that by ensuring that there will be completed staff work in the standing committees on proposed resolutions and ordinances, it will significantly lessen the time spent on prolong discussions of proposals that tend to sacrifice quality deliberations of other pending proposals during the conduct of the regular sessions of the body.
According to her, being a vice mayor is not just about who can preside, it’s about listening to the plight of the people and transforming them into required legislations that will effectively and efficiently address such issues and concerns without undue delays.
Sembrano admitted that there are numerous experts within and out of the local government who could be tapped as important resource persons and that city officials are willing to listen to what they have to say about the issues and concerns confronting the city and that what city officials can best do is find the appropriate ‘win-win’ situation as much as possible.
She asserted that coming up with ‘win-win’ solutions to the pressing issues and concerns being brought by the people to the council is possible because what is important is for local legislators to collate public concerns and understanding the current trends and issues that continue to persist so that appropriate resolutions and ordinances could be crafted for the local chief executive to execute.
Sembrano assured the people that the council will be a listening body on all the issues and concerns that are being brought to the attention of the council for appropriate action and that the interest of the greater majority of the populace will not be compromised but instead upheld.
As much as possible, Sembrano claimed that the local legislative body should also serve as a medium by which people will be able to properly ventilate issues and concerns that need to be immediately acted upon not only by concerned government agencies but also the existing departments of the local government.
She also pushed for the conduct of regular consultations with the concerned sectors of the city in all aspects of governance to strike a balance in dealing with every emerging situations for the realization of the overall objective of putting to action transparency and good governance.
Sembrano emphasized that the council will also be a caring one as it will work for the interest of those who are marginalized for them to have a voice in the crafting of legislation that will advance their interests for the promotion of the common good.
