BAGUIO CITY – The City Peace and Order Council (CPOC) passed a resolution creating a Special Action Committee (SAC) on Capacity Development and defining its functions.
Under Resolution No. 13, series of 2025, the SAC on Capacity Development will be chaired by the National Director of the Council for the Restoration of Filipino Values (CRFV) and will be co-chaired by the president of the Uplife Movement. The members are the City Director of the Department of the Interior and Local government (DILG) Baguio field office, City Planning and Development Coordinator, Local Youth Development Officer, City Budget Officer, president of the Youth on Point, Chairperson of the National Chaplains of the Philippines Baguio City chapter, president of the Youth for Peace, president of the Liga ng mga Barangay–Baguio City chapter and president of the Sangguniang Kabataan Federation of Baguio.
Among the functions of the SAC on Capacity Development are to develop capacity development interventions aligned with the strategic goals on fostering peace and order and public safety in collaboration with the CPOC members and other stakeholders; ensure inclusion of the identified capacity development interventions to the peace and order and public safety plan; develop information and education campaign materials and knowledge products on fostering peace and order, and public safety in collaboration with concerned agencies; monitor and evaluate the effectiveness of capacity development interventions and make recommendations for improvements and perform such other tasks as may be directed by the council.
The resolution stated that the creation of an additional committee of SAC which is tasked primarily in developing and overseeing capacity development activities for CPOC members and other stakeholders is necessary for organized, efficient and effective implementation of projects, programs and activities of the whole council.
The resolution was anchored on Section 5.4.2.5 of DILG Memorandum Circular No. 2019-143 dated August 27, 2019 provided for the creation of other special action committees to prevent or address the issues or incidents affecting the peace and order and public safety.
The resolution was unanimously approved during the recent first quarter CPOC meeting held at the City Disaster Risk Reduction and Management Office presided by Mayor Benjamin B. Magalong. By Dexter A. See
