With the May 2025 elections approaching, the Civil Service Commission (CSC) has issued a strong reminder to government employees to uphold political neutrality and avoid engaging in partisan political activities.
Under Joint COMELEC-CSC Advisory on Electioneering and Partisan Political Activities (Joint Circular No. 1, s. 2016), civil servants are strictly barred from using their positions, resources, or influence to promote or oppose any candidate or party. The circular outlines specific prohibitions such as organizing political groups, participating in campaign rallies, making public endorsements, distributing election materials, soliciting votes, or contributing financially to political campaigns. Even wearing campaign-related apparel is off-limits unless explicitly allowed by the Commission on Elections (COMELEC).
The policy applies to all personnel in government agencies, government-owned and controlled corporations (GOCCs), state universities and colleges (SUCs), and those holding career positions, including acting or officer-in-charge roles. Members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) are also covered. Employees on leave remain subject to the same restrictions.
Violations come with serious consequences under the 2017 Rules on Administrative Cases in the Civil Service (RACCS). A first offense results in suspension from one month and one day to six months, while a second offense leads to dismissal, forfeiture of benefits, and a ban from future government service.
The CSC also underscored responsible social media use among public servants, warning against posting, sharing, or engaging in political discussions during office hours or using government-issued devices and the internet for partisan activities. Employees are reminded to maintain professionalism online and avoid actions that could compromise public trust in government institutions.
