TABUK CITY, Kalinga – The Department of Social Welfare and Development (DSWD)-CAR, through its field office in Kalinga, conducted an orientation for the third cycle implementation of the Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services- Community Driven Development (KC-CDD).
The orientation aimed to re-orient the local government, including the barangay officials and the civil society organizations, on the program’s principles and approaches. An emphasis will be given to the improvements in the implementation process and the roles and responsibilities of each stakeholder.
As one of the KC-CDD areas, 22 barangays of Tabuk City will be implementing the cycle 3 community subprojects with a total amount of PhP27 million. Each of the 22 barangays will receive a PhP1.2M-fund for the subprojects that include farm-to-market roads, daycare centers, and electricity and water systems, among others.
Meanwhile, a negative list of projects may include the purchase of weapons and explosives, road construction in protected areas, use of funds for purchase or compensation for land, recurrent government expenditures, repair of government offices, dams higher than five meters, and support for political and religious activities.
The orientation also presented the number of completed subprojects from the selected barangays during the first and second cycles of implementation, with their impact on the community.
Key performance indicators, such as a 50% plus 1 participation rate, gender parity in community volunteer communities, 35% female labor participation, and 10% 4Ps member labor involvement, must be satisfied for this third cycle implementation, according to Fidela Gawidan of DSWD-CAR.
The schedule for this cycle is as follows: January to March 2025 for social preparation (Letter of Intent to city mayor, sub-project identification, project proposal, program of works, land acquisition document), April to June for sub-project development, July to October for sub-project implementation, and November to December for community monitoring.
The 22 beneficiary barangays must also submit an enrolment form, Sangguniang Bayan resolution authorizing the city mayor to enter into a memorandum of agreement with DSWD, an intent letter, and a local counterpart contribution plan.
The KC-CDD is one of the poverty reduction programs of DSWD that uses the community-driven development approach in implementing projects that aim to provide the community easier access to basic services that enable the communities and the local government units in the said areas to implement projects that may include fast rehabilitation of destroyed infrastructures and livelihoods projects.
