BAGUIO CITY – The Department of Agriculture-Cordillera (DA-CAR) has commenced the installation of perimeter fences around the Baguio Animal Breeding and Research Center (BABRC) in Dontogan, Baguio City, reinforcing its commitment to securing the government-owned facility.
This initiative is part of the agency’s ongoing efforts to uphold its legal stewardship over the property while ensuring the conservation of the surrounding forest. As a vital green space, the BABRC plays a crucial role in maintaining ecological balance, serving as a carbon sink, and supporting the region’s biodiversity. Protecting this area from encroachment is essential in mitigating deforestation, preserving local wildlife habitats, and maintaining water sources that benefit the environment and surrounding communities.
With this, the DA-CAR harnesses nature’s invigorating benefits by conducting wellness programs for employees such as yoga, mental health awareness, and work-life balance initiatives. Additionally, the center also serves as a learning hub for students and other interested individuals through educational tours, internship programs, and training programs.
The fencing activity also aims to deter further intrusion by illegal settlers. Recent observations indicate renewed encroachments in the area, with unauthorized heavy equipment detected on a specific portion of the BABRC. These developments underscore the urgency of securing the property to prevent unauthorized land occupation and potential environmental degradation.
Leading the initiative is Dr. Ofelia P. Ducayag, Officer-in-Charge of BABRC, supported by personnel from the Integrated Laboratories Division, the Dairy Farm Project, Legal Team, Administrative and Finance Division and the Research Division. Their collective effort ensures that the facility remains protected and dedicated to its intended purpose of agricultural research and animal breeding.
Formerly known as Baguio Dairy Farm, the 94-hectare land was reserved under Proclamation No. 603, series of 1940, signed by former President Manuel L. Quezon. Initially established as an animal breeding station, BABRC evolved into a research and extension center in 2014, further enhancing its role in advancing agricultural development. The DA-Bureau of Animal Industry oversees its stewardship, with DA-CAR managing its operations to sustain research, conservation, and agricultural innovation.
With this fencing initiative, DA-CAR reaffirms its commitment to responsible land management, environmental protection, and the continuous advancement of agricultural research for the benefit of future generations. By Leny D. Mendoza and Cy-j E. Waytan
