BAGUIO CITY – The Department of Agriculture–Cordillera Administrative Region (DA-CAR) has successfully concluded its three-day Farm and Fisheries Clustering and Consolidation (F2C2) Program Year-End Assessment and Planning for Fiscal Year 2025.
A total of 144 initial clusters from the six provinces within the region were presented during the assessment. These clusters, which consist of various FCAs, are at different stages of development. Some have already drafted their Cluster Development Plans (CDPs), while others are in the mobilization phase or still in the process of drafting their plans. The CDPs serve as their guide in implementing cluster activities.
Crissa Genice Datic, the Regional F2C2 Focal Person, reminded the participants that the crafting of CDPs must focus on the enterprises that are most likely to generate sustainable income for their respective clusters. “The creation of CDPs is a vital commitment and serves as a reference for the planning workshops of banner programs,” she emphasized.
Representatives from several banner programs, including the Livestock, Corn, Rice, Organic Agriculture, Kabuhayan at Kaunlaran ng Kababayang Katutubo (4K) , and Agribusiness and Marketing Assistance Division, presented the various services and projects they are implementing to assist the clusters in the development of their CDPs.
One of the event’s key highlights was the sharing of best practices by provincial representatives. Melvin Mangwag, a cluster manager from Kalinga, underscored the importance of the “3Ts” time, treasure, and talent in ensuring the success of a cluster. He stated that the willingness to contribute these resources is a key factor in achieving their objectives.
Shirly Altuna from Ifugao, also a cluster manager, shared the significance of consistency in their progress. She highlighted that the regular attendance of staff members, including those from local government units, at every training and workshop has been instrumental in enhancing their understanding of the F2C2 Program.
The event concluded in firming agreements regarding upcoming and catch-up activities and strengthening collaborations. Participants expressed their appreciation for the opportunity to engage in this assessment, particularly emphasizing its value in improving their understanding of administrative processes and technical requirements. Several attendees noted that while they are still familiarizing themselves with the paperwork and documentation aspects, the program’s guidance has been invaluable in strengthening their capacity to succeed.
