BAGUIO CITY – The Project Monitoring and Evaluation Division (PMED) of the Department of Agriculture Cordillera (DA-CAR) is positive that it may surpass its 290,195 target of farmers, fisherfolk, and farm workers entered under the Registry System for Basic Sectors in Agriculture (RSBSA) this 2024.
In its December 6, 2024 data, DA-CAR PMED recorded 290,405 registrants comprised of 152,276 males and 134,294 females for a total of 286,570, with 3,835 individuals still to be registered under RSBSA to reach the 290,195 target, recording a 98.68 percent.
PMED Division Chief and RSBSA focal person Susan Balanza explained the data excludes duplicated information, data from Bureau of Fisheries and Aquatic Resources (BFAR), as well as deceased and inactive records.
“What is important is that these 286,000 individuals know that they are registered and are eligible, but as to their awareness that they should follow the requisites, that remains to be seen because there are still issues cropping up. However, we foresee that we will even overshoot our target,” Balanza said.
Among the number of registered individuals in the provinces, Kalinga recorded a 113 percent having 40,069 total number of registrants from the 28,974 target, Abra placed second with 131 percent having 45,623 number of registrants from the 34,663 target. Apayao placed third with 129 percent having 23,599 number of registrants from its 18,288 target.
Mountain Province placed fourth recording 113 percent having 53,703 number of registrants from the 47,483 target, Ifugao placed fifth recording 89 percent having 50,476 number of registrants, while Benguet placed sixth recording 70 percent having 73,100 number of registrants from the 104,627 target.
RSBSA is a registry of farmers, fisherfolk, and farm laborers that serves as a targeting mechanism for the identification of beneficiaries for different agriculture-related programs and services of the government.
Aside from the first component of profiling of farmers, fishers, and farm laborers, RSBSA also implements the second component which is the georeferencing of farm parcels where farm production areas are measured, including other physical parameters that serve as guides for government interventions to be more suitable to increase farmer’s and fisherfolk’s productivity and incomes, and make their operations resilient and sustainable.
