TABUK CITY, Kalinga – During the celebration of the “Panagdadagupan Festival”, the Barangay Council of Dagupan Centro, as well as the constituents received a surprise – a land title where their future barangay hall will be constructed.
According to Assistant Public Employment Services Officer Domingo Burcio, the lot is located at Gilfilan Street.
The lot was originally owned by the late Francisco Guiang and over the years had been transferred from one owner to another until it was used as a bus terminal for the then Philippine National Railways (PNR), Pangasinan Transportation Company (PANTRANCO), Autobus, and lastly the Victory Liner.
According to reports, the present owner of the lot intended to sell it in 2021. As a result, Estrañero signified his intention to purchase the same and donate it to Dagupan Centro for the construction of their new barangay hall and other facilities they deemed necessary.
The Land Registration Authority (LRA) granted the Transfer of Certificate of Title (TCT) in the name of the Barangay Government of Dagupan Centro on March 14, 2023, following a series of talks.
Punong Barangay George Esteras of Dagupan Centro expressed his genuine gratitude for the present given to his barangay and said that Estrañero had assured that the city government’s support will not end there.
Esteras stated that the city administration promised to help the barangay as well while they are building their new barangay hall.
The city chief executive sent a message through phone patch apologizing for not being able to physically attend the festivities but explaining that other equally important matters had been postponed owing to the death of a family member and that he was currently attending a meeting out of town.
Estrañero wished the people of Dagupan Centro a good festival and informed them that the new barangay hall’s design is about complete and that it will be one of the most striking barangay hall in the city.
