TABUK CITY, Kalinga – Barangay Dagupan Centro is vying to win the 2022 Lupong Tagapamayapa Incentive Awards (LTIA) after it won the Regional LTIA, component city category, being the only barangay in the province nominated for the national award.
The LTIA was established in 1997 to “Strengthen the Katarungang Pambarangay (KP) as an indigenous conflict resolution structure at the grassroots level; institutionalize a system of granting economic benefits to Lupong Tagapamayapa which demonstrates exemplary performance; and generate greater awareness among, and support from, the various sectors of Philippine Society on KP as a potent vehicle toward social ordering and human development.”
City Government Operations Officer Gemma Bawanta said that Dagupan Centro was nominated several times in past iterations of the award.
Punong Barangay George Esteras said that as a matter of policy the barangay ensures that cases handled by the lupon are acted upon and settled immediately.
“Haan mi nga pagbayagen ti kaso, nu possible ket, nu naifile kuma tatta, kabigatan na ma-settle mi,” he said.
The lupon also avoids imposing exorbitant settlement amount to ensure that agreements are fair to both parties.
Esteras added that the Lupon Tagapamayapa’s role in implementing the Katarungang Pambarangay contributes to the efficient administration of justice as cases are settled at the barangay level instead of being filed in court.
He said that they continue to work closely with the city government in the implementation of projects to improve the general peace and order situation of the barangay.
Recently Mayor Darwin C. Estrañero turned over an all-purpose vehicle requested by barangay officials. Esteras said that the installation of CCTVs in all intersections of the barangay will be completed by end of this month courtesy of Mayor Estrañero.
Meanwhile, Bawanta hopes more barangays in Tabuk will also qualify for the award in the future through proper documentation, partnership with other agencies, and program sustainability.
