LUNA, Apayao – “I envision Apayao as a beacon of excellence in biodiversity conservation – an ambitious but achievable goal.” These were the words of Engr. Paquito Moreno, Jr., echoed by Engr. Benjamin Ventura as he stood in for the Regional Executive Director of the Department of Environment and Natural Resources-Cordillera (DENR – CAR) at the 2025 Environmental Forum on February 19.
Addressing stakeholders, Ventura acknowledge the support of the provincial government in advancing conservation efforts. “This summit provides us a valuable opportunity to assess our progress, share knowledge, and strengthen our collective efforts to protect, conserve, and sustainably manage our environment and natural resources,” he said.
He praised the yApayaos for their deep-rooted connection to nature, a bond reflected in the identity and daily lives of the yApayaos. Moreover, he also highlighted the province’s newly earned status as a UNESCO Biosphere Reserve and called it a proof to the province’s success in harmonizing conservation with development.
He likewise underscored the presence of Philippine Eagle in the province as a sign of a thriving ecosystem and attributed this success to the strict implementation of the indigenous Lapat System. “We deeply respect this indigenous practice as it allows nature to breathe, recover, and flourish,” he said.
He urged stakeholders to continue their cooperation in protecting Apayao’s natural heritage. “With your support, we can preserve Apayao’s beauty and inspire others to join our advocacy for conservation,” he concluded.
